La'Ron Marshall

Founder and CEO

La’Ron is a creative leader, who has aggressively worked in communities, all across the Country. Presenting unique opportunities for the next generations to come. 


La’Ron understands wholeheartedly from experience, what it means to fight for the people who society say's

doesn't matter. 


La’Ron has already paid his debt to society. Serving 20 years of his life in prisons, for making the wrong choices. 


Five in The State of Michigan, and Fifteen in the Federal Bureau of Prisons. And still yet. Still being rejected by the same society that La’Ron has paid his debt to.


TCE Is a movement. It needs water to grow.

Stephanie Martinez

President

Stephanie is loyal with a kind heart and strong morals. Overcoming depression and mental illness has strengthened her ability to help others overcome barriers and promote self growth.  She strives to strengthen our culture with diversity, equity, and inclusion, as she stands with victims and fights for justice.

Loretta Marshall

Advisor

Ms.  Loretta, full of wisdom, she is our grace in arms. When TCE needs more of an objective point of view.  We turn to this educated, successful, beautiful black and Native business woman. 


Loretta has degrees in Health Information Management, computer science and graduated with honors.


If medical and business degrees are not enough to impress. Not only did she single handedly raise 3 successful children and was a prominent Business owner of Lonna's Boutique in the mid 2000s.


Have no fear Loretta is always there.

Jabrien Deal

Youth Advocate

Jabrien is 16 years of age, and with a multi-ethnic genetic background. He has previously worked as a youth advocate for 21st century Outreach, for the last year.
Jabrien is great at helping his peers get through struggles such as, suicide prevention and managing emotions.

History

Alittle history on how and why 21st century Outreach became, TCE The Culture Effect.
We moved to Tulsa on October 2, of 2023, from Battle Creek Michigan. Due to my daughter and I becoming newly registered Cherokee citizens, and police brutality.

When we arrived here in Tulsa, I noticed that there was a company with a similar name Century 21. It threw me for a loop, because the name of my company was 21st Century Outreach. 

The similarities were way too close to compare. And I knew 21st Century Outreach had to be changed forthwith. Doing business would've been causing more harm than good.

So in November of 2023, I decided to change the company name to TCE, The Culture Effect. And, the website was just recently created, aswell. New city, new name, new environment, new connections.

Since creating our company, we've taken pride in providing you with real life authentic services, for the nourishment of Tulsa, and the surrounding cities.

 It's our passion going above and beyond to ensure the people, the customers, the clients, and the community are completely satisfied with our services. While increasing economical growth.
